In all the Hargreaves implementation-good-news fuss on 3 August, a rather important addition to the delays over the Digital Economy Act was made - not only will ISPs pay very little towards it (as a result of TalkTalk and BT's score-draw on the judicial review), but there won't be the first notifications towards illegal file-sharers until late 2012 at earliest- as Mystic Marsden predicted in June 2009.
